Dominique Charlie Oquendo builds technology for the people it will actually affect.
A technical program manager, data strategist, and Al systems developer based in Austin Texas. She founded Intentional Data to bring the quality of technical infrastructure that well-resourced institutions take for granted to the organizations doing the most important work in our communities.
Dominique came to Al svstems work through a path that combined enterprise technology, applied research, and community-embedded practice. Seven years as a data scientist and technical program manager and in consulting, an MBA in information technology Management. and years of direct work alongside nonprofits, grassroots organizations, city agencies, and foundations across Texas. That combination of enterprise rigor and community proximity is the foundation of everything Intentional Data does.
Today she ships production Al systems using Claude Code, Cursor, API’s and the Claude Agent SDK. Recent builds include an internal Al governance hub and Claude API chatbot for operationalizing organizational governance, custom case management infrastructure built on Google Workspace as a zero-cost alternative to commercial platforms, and Model Context Protocol servers for domain-specific analytical workflows..
Dominique is also the creator of Rootwork by IntentionalData. A guided planning platform currently in development that productizes the methodology so any organization, regardless of budget or technical capacity, can access the tools and frameworks built through years of community embedded practice.
